Rodolfo Carrión-Vargas is a Special Counsel at Wolf Popper PSC with over 15 years of legal experience in multiple fields.
Prior to joining Wolf Popper, Mr. Carrión-Vargas served as legal advisor to several government agencies in Puerto Rico, such as the Puerto Rico Department of Justice, the Electric Power Authority of Puerto Rico, and the Municipal Income Collection Center of Puerto Rico, among others, in issues related to law enforcement, regulations, policy, constitutional law, administrative law, labor law, conflict of interests, and contracts.
Mr. Carrion-Vargas has trial experience in the Courts of First Instance, the Appellate Court of Puerto Rico, and the Supreme Court of Puerto Rico. He was a co-lead counsel in a high profile civil litigation case, historically known as “Las Carpetas”, where he gained extensive trial experience in hundreds of tort claims representing the Commonwealth of Puerto Rico.
Throughout his law career, Mr. Carrión-Vargas has represented both individuals and corporate parties, as defendants and as plaintiffs, in matters related to torts, breach of contracts, unfair dismissal, reprisal and discrimination claims, collection of money, extraordinary remedies, among others. As plaintiff, he has represented individuals in medical malpractice claims; and corporate party as petitioner at the Public Service Commission of Puerto Rico in matters related to franchise amendments and complaints.
Mr. Carrión-Vargas has vast experience in claims seeking, or defending against, Injunctions, Mandamus, and Declaratory Judgment remedies filed at the Puerto Rico First Instance Courts and the Appellate Courts of Puerto Rico, in matters related to municipal by-laws, state and federal law, contracts, constitutional rights, challenges of auction procedures, among others.
He is admitted to act as Notary Public in the Commonwealth of Puerto Rico and is a member of the Association of Notary Publics of Puerto Rico.
